Could the moon serve as an oxygen ‘petrol station’ for rockets in the future?

Oxygen trapped in compounds in 'moon dust' could be extracted and used as rocket fuel. This means astronauts would not need to carry as much oxygen into space for future missions increasing available weight on the rockets.
